It's an American tradition. In colonial Virginia you had to pay a tax if your dog's tail wasn't docked.

The worse fact of a lot of our taxes is they go to foreign aid for things like building a bridge over a dry creek bed in Jordan so the Bedouin's camel's won't have to trudge so far or for condoms for people who have no clue how to use them. Then we allow illegals to live here without paying taxes, while we do. That is the unfairness of our taxes.
